To find out if a user is supposed to log in via SSO or traditionally with a username/password, we will have to ask if they are employed through a county or state agency, either public or private.

If they are employed through a county or state agency, public or private, they will be SSO.

If they are not employed by the state either publicly or privately, the SRs for traditional login will apply to them.
